Abstract
和谐社会是多层次关系的和谐，包括人与人之间关系的和谐，社会政治、经济和文化的协调发展，稳定和平衡的生态环境等等。其中，政企关系的和谐，是和谐社会不可或缺的组成部分。在和谐政企关系的构建中，政府的伦理行为是政府执政水平的反映，是企业得以发展壮大不可或缺的基础，更是政企和谐关系的保证。
