科学技术进步所产生的巨大社会影响和科学家道德问题已为世人瞩 目，在目前的科技中性论、科技分别论、科技选择论等争论中，明确科技行为选 择的前瞻性责任是规范科学家行为的道德评价基础，在新科技环境下具有重要的 操作性意义。 [World attention has been focused on tremendous social influence and scientists’ moral question emerging from scientific and technological progress. Among the current issues on whether science and technology are neutral and how to distinguish and choose them, it has momentous operating significance to make clear that perspective responsibility of choice on scientific and technological actions in the new scientific and technological environment. ]
