Abstract
本文以三鹿事件为突破口，以奶业产业作为案例研究。梳理了奶业发展过程中中央政 府、地方政府、奶业企业、消费者、社会媒体等相关利益主体的博弈过程。本文认为行业潜 规则之所以产生是经济转型过程中强势产业利益集团默式合谋与弱势利益博弈形成“冰层均 衡”，行业潜规则与政府的增长偏好，产业信息断层，产业文化缺失，产业治理混乱有着直 接的关系。作者认为政府要加强奶业治理机制建设，企业要加强产业社会责任和产业文化建 设，学者则要从产业效率研究向产业发展研究转变。 [Article published in the Award-Winning Papers of the 2008 College Students' Corporate Social Responsibility Essay Competition, organized by the Center of International Business Ethics CIBE, Beijing, China.]
