“灯塔经济”意在以灯塔为例，说明公共设施、公共服务等公共产品在社会生活中的重要作用，以及如何有效地向社会提供这些公共产品。公共产品的属性决定了“灯塔经济”理应惠及穷人，并与“穷人经济学”有着不解之缘。
