Abstract
约翰·穆勒基于对政治制度伦理的价值分析，设计出代议制的政府和议会形式，并对 其主客观条件进行论证，希图以此来实现个性自由，增进社会福利。本文着重从衡量政府形式 的理想标准、理想政体和议会选举制度等方面分析穆勒代议制度设计的伦理向度。
