Abstract
什么是高等教育的科学管理？高等教育的科学管理须得由三种“管理”的文明统一才能具体 构成。一种管理是“实际管理”（本院校实有管理机构的设置及其实际工作的运作），又一种管 理是“理论管理”（本院校现有系列知识理论的无形系统存在及其该系统对本院校的理念性影响 和精神性支配的工作运作），再一种管理就是“应用伦理管理”（在中国高等教育这里可以具体 归属为党团组织的一种特殊领导工作运作系统）。在高等教育的科学管理平台上，仅有某方面 的“管理”都不能称之为“教育科学管理”。譬如仅仅有“实际管理”，不论其中具体设置和运作得 怎么样好（不过是校与校之间的管理效果比较），都不能称之为已经实现了“教育科学管理”。
