Estos factores promueven un patrón de producción de políticas educativas caracterizado por una activa- aunque ambivalente- relación con la Nación, una alta institucionalización burocrática, una fuerte endogamia y una creciente tensión (y confusión) entre los elementos centralizadores y los descentralizadores" ["The elaboration and implementation of educational policies in the Province of Buenos Aires, is conditioned by a set of general and more specific explanatory factors that establish their sense and characteristics.
