The interview and medical examination on admission, which might also include an evaluation of the prisoner's mental health, should be carried out by a doctor (cf. paragraph 29 of Recommendation (87) 3 on the European Prison Rules); however, availability of staff must be taken into account and the new prisoner's first contact with the medical service may on occasion be carried out by a fully qualified nurse responsible to a doctor to whom he or she may transmit any request for a consultation or care necessitating the involvement of a qualified doctor.
