Historically, the river flowed through the Central Valley before merging with the Sacramento River and emptying into San Francisco Bay. However, for most of the past fifty years, water diversions at Friant Dam authorized by the Federal Bureau of Reclamation (Bureau) have left a sixty mile stretch of this river dry.
