This organization has always been comprehended as some kind of state or authority. This conception was developed through a series of human experiences and civilization until it reached its prefect culmination in the form of an Islamic civilization. It is also a well-known fact that strength of any civilization stems from the rights and duties observed by the subjects of its state.
