Indonesia is a plural society that is easy to make conflict, especially religious conflict. The religious conflict happens not only among believers, but often also happens in internal friction. The question that must immediately be informed by Muslims in Indonesia in realizing a plural and integrative society i.e. Muslims must be able to refrain from the natural human desire to be of power “will to power”, so that it is capable of being tolerant of other groups. In this case, of course the positive role of the State in enforcing religion is needed.
