European Union can be a leader of the cause by radically reducing its environmental footprint both internally and globally. As the newest "European report on development" shows, this can be done by using the full range of European policies and committing to promote Policy Coherence for Development which aims at making sure that policies in other areas take development objectives into account. In practice, however, there are many conflicts and obstacles that make that aim particularly hard to achieve.
