The scientific uncertainty in several projected impact areas is primarily responsible for generating a number of ethical and policy-related controversies. The fixing of targets for reduction of greenhouse gas emissions, determining the threshold year of emission levels, and the relative obligation of the different parties in reduction of emissions perhaps comprise the most important areas where ethical debates remain to be resolved.
