Abstract
The thesis elaborates on the basic thoughts of Cooper's Administrative Ethics. In order to avoid the abusing of power for personal gain which is made by conflicts of interests, to get rid of ethical predicament, to fulfill administrative responsibility, to solidify the political status of the Communist Party and to prevent spending too much money at the end of the year. We need people’s supervision and budget’s supervision as well as the construction of the morality of public servants, the improvement of the Administrative accountability system and the enhancement of relevant legislature to avoid the conflicts of interests, the abusing of power for personal gain and corruption.
