Abstract
"Este artigo realiza análise crítica do discurso liberal interdisciplinar construído por teóricos do Direito Internacional (DI) e de Relações Internacionais (RI) no período pós-Guerra Fria. Após a queda do muro de Berlim, acadêmicos liberais interromperam o processo de distanciamento entre DI e RI observado durante a Guerra Fria, que foi marcada pela confluência entre a “decadência do Direito Internacional” (KOSKENNIEMI 2001) e a prevalência do realismo em RI (WALTZ 1979). A partir da análise de três pilares do discurso liberal – institucionalismo neoliberal, a abordagem centrada nas redes de técnicos e a teoria da paz democrática – o argumento é que o novo liberalismo agravou a miopia dos internacionalistas quanto aos efeitos do poder. Dessa forma, o discurso liberal contribui para a naturalização de assimetrias porque toma a economia global como dada, reduzindo sobremaneira o espaço do político, e, ainda, do direito, que é despido do seu papel constitutivo na formação de instituições como os direitos de propriedade e a soberania (FINNEMORE & TOOPE 2001)" ["This article presents a critical analysis of interdisciplinary liberal discourse constructed by theorists of international law (DI) and International Relations (IR) in the period Post-Cold War. After the fall of the Berlin Wall, liberal scholars discontinued distancing process between DI and RI observed during the Cold War, which was marked by the confluence of the "decadence of International Law" (Koskenniemi 2001) and the prevalence of realism in IR (Waltz 1979). From analysis of three pillars of the liberal discourse - neoliberal institutionalism, the approach focused on technical networks and the democratic peace theory - the argument is that the new liberalism aggravated myopia of internationalists as the power effects. Of that way, the liberal discourse contributes to the naturalization of asymmetries because it takes the global economy as given, greatly reducing the space of politics, and also the law, which is stripped of its constitutive role in the formation of institutions such as the property rights and sovereignty (Finnemore & TOOPE 2001)"]
