Abstract
"The fundamental reason to conduct an election observation mission is to obtain an informed view regarding the electoral process and its credibility. Election observation is often regarded as people running around in polling stations on the day of election, asking questions and noting down the answers. This is the most visible part of election observation, but it is far from all the work necessary to have a qualified opinion regarding an election."
