Abstract
虽然公共服务主要由政府负责提供，但公共服务中的行政垄断是不合理的特殊利 益集团的存在使得我国公共服务领域形成高度行政垄断，因而潜伏着使社会价值取向私利化、 加剧制度公正缺失、形成消极社会道德示范等道德风险二要有效规避这些风险就必须从观念转 变、体制改革等多方面着手，而加强公共服务的制度建设应置于首要地位。
