从GDP崇拜到GNH关怀，是发展观的转变，其实质也是对幸福的一种崭新诠释和评价 标准的转变。由政府善治、经济增长、文化发展和环境保护四极组成的GNH关怀发展理念， 已成为我们党和政府的执政理念和行政理念：彰显以人为本的伦理理念、匡扶公平正义的基本 道德、尊重个体发展的主体价值、凸显和谐可持续的发展伦理、追求人的全面发展和价值实现 的终极关怀。
