Abstract
Ce livre axé sur l’éthique, la gouvernance et performance des Entités Territoriales Décentralisées fait un état des lieux dans la ville de Bukavu, à l’est de la République Démocratique du Congo (RDC). Depuis près de quarante ans, les différents régimes politiques qui se sont succédés essaient d’améliorer les conditions de vie de ses populations à travers la mise en œuvre de la décentralisation, qui permet d’approcher les dirigeants de leurs dirigés dans l’espoir de déclencher un processus de développement local à grande échelle. Aimé Jules MURHULA Manegabe soutient que ce thème est hautement stratégique pour un pays "post-conflit", qui aspire à la consolidation de l’éthique politique, de la démocratie et de la bonne gouvernance.
This book focuses on the ethics, governance and performance of the decentralized territorial entities in Bukavu, eastern Democratic Republic of Congo (DRC). For nearly forty years, the different political regimes have tried to improve the living conditions of their populations through the implementation of decentralization, which allows the leaders of their leaders to be approached in the hope of triggering a large-scale local development process. The author argues that this theme is highly strategic for a "post-conflict" country, which aspires to consolidate political ethics, democracy and good governance.
