Abstract
全球化最具本质意义的特征就是它所形成的超国际关系以及超国家疆域的公民政治空间和 新公民政治主体。在与全球化进展相应的公民政治结构的变化过程中，以往主权国家的政治社 会空间、生活空间所具有的意义和机能发生了极大的变化，国家权力的主权和对外、对内的合 法性也发生了变化。在今天的世界上，超国家关系虽然并没有完全代替以往的国际关系，也不 能够完全取消以往民族国家的重要性，但却已经在改变着它们。因此有必要从国际关系向全球 化的转变来重新认识国家权力合法性和公民权利。
