Abstract
公共行政虽然是人的活动领域，每一件事都需要人的介入，但它毕竟是一个规范的行为体 系，它是以体制和制度而显示出自身的优势，在作出道德化的构想的时候，如何真正把这种道 德化落实到制度上，在制度设计和安排中实现道德化，就是一个需要深入研究和探讨的问题。 当然，这是一个难点，但却不是一个应当回避的问题，尤其在中国这样一个以道德代宗教的社 会。从公共行政研究的历史和现状来看，《寻找》一书提出制度的道德化问题已经是一个大的 贡献了。
