"Desde 1977 que a OMS se preocupa com a saúde para todos, com um programa que se queria ver cumprido até ao ano 2000. É claro que se entrou no 3º. Milénio com muitas lacunas, mas é indiscutível o esforço feito, em todos os países, para garantir mais saúde e melhor saúde para todos. Para falar das prioridades em saúde, deverá ter-se consciência de que a saúde é um bem estar bio-psico-social e cultural. Também quando se fala de prioridades em saúde, pode discutir- se sobre qual é o tipo de prioridades a que se refere.
