Abstract
"Em outubro de 1996, o Conselho Nacional de Saúde (CNS) aprovou a Resolução 196/96. Foi a Resolução 196/96 que criou os Comitês de Ética em Pesquisa (CEP) e também criou a Comissão Nacional de Ética em Pesquisa (CONEP), que tem, entre outras atribuições, a de zelar pelo cumprimento da Resolução, monitorar e aconselhar, sem ter, no entanto, natureza policial. A Comissão e a própria Resolução enfrentam algumas controvérsias. Um aspecto, porém, é unânime na opinião dos cientistas: a Resolução 196/96 fornece uma base sólida para a discussão dos dilemas de natureza ética e contribuiu para que houvesse maior respeito, por parte das instituições internacionais, com pesquisas desenvolvidas no Brasil" ["In October 1996, the National Council of Health (CNS) approved Resolution 196/96. It was Resolution 196/96 that created the Committees of Ethics in Research (CEP) and it also created the National Commission of Ethics in Research (CONEP), which has, among other responsibilities, looking after the fulfillment of the Resolution, monitoring and advising, without having, however, a punishing nature. The Commission and the Resolution themselves face some controversies. An aspect, however, is unanimously understood by scientists: the Resolution 196/96 offers a solid ground for the discussion of ethical dilemmas and it contributed to a greater regard by international institutions for research developed in Brazil"]
