"O Portugal democrático assumiu, em matéria de acesso à saúde dos portugueses, uma visão programática ambiciosa. A Constituição definiu como obrigação do Estado assegurar o acesso universal a um Serviço Nacional de Saúde (SNS), com uma provisão de cuidados de âmbito geral1.
