公共精神是孕育于人类公共生活之中的、以公共性作为价值皈依的、位于人类心灵深 处的基本道德与政治秩序观念、态度和行为取向。它在本质上是人类理性的公共运用，是人 的“类”意识的伦理表征。随着现代公共性的开显和现代社会公共生活领域的展开和丰富，公共 精神成为现代公民必须秉承和塑造的人性价值和精神品质。
