"As considerações que se seguem têm intencionalmente um carácter geral e teórico. Destinam-se a fornecer um enquadramento aos problemas concretos que dizem respeito à saúde pública. Dado que se trata de saúde humana e que esta constitui ao mesmo tempo um bem pessoal e um bem comum, entendeu-se que seria pertinente reflectir sobre as relações entre o bem da pessoa e o bem comum" ["The following considerations intentionally have a general and theoretical. It is intended to provide a framework to concrete problems that relate to public health.
