Abstract
随着冷战后全球化导致的主权观念的变化以及地区冲突和民族、宗教矛盾的加剧，国 际人道主义干预在国际社会中愈发频繁，尤其是西方国家以人道主义为借口，多次对外进行人 道主义干涉；国际人道主义干预由此面临着巨大争议。文章拟以联合国在索马里维和行动的失 败为例来说明，作为争论话题中的国际人道主义干预并不如西方国家所宣称的那般结局美好， 其自身仍旧面临着众多困境和艰难抉择。
