中共中央于2005年1月颁发的《建立健全教育、制度、监督并重的惩治和预防腐败体系实施 纲要》提出："探索制定公务员从政道德方面的法律法规。"这将有效推动中国大陆的行政伦理 法制建设。在该《实施纲要》征求意见的过程中，我们曾提出此类建议，并被吸纳。现在，拟 将国外有关情况与具体建议做进一步的说明。
