Abstract
The function of the law regulation and the ethical regulation in financial activities each has his own advantage, and complements each other.The effective regulation of the financial activities should be a kind of dual regulations that combine the law regulation together with the ethical regulation .In the history of the Chinese and foreign finance development, the ethical regulation is the first way of regulation .But the development of the finance demands the legalization of the financial ethics.Thus it makes the law regulation play a more and more extensive role in the modern financial activities.The law regulation doesn't negate the ethical regulation .The ethical spirit embodied in the financial laws and regulations shows the combination of these two kinds of regulating means in deep level of structure.
