Abstract
Diese Untersuchung will aufzeigen, wie die Sozialhilfe in der Schweiz organisiert werden müsste, damit sie ihre Aufgaben besser erfüllen kann. Die Grundlage für die Verbesserung des Fürsorgewesens liegt in der Schaffung eines Sozialhilfegesetzes welches klare Mindestnormen für Fürsorgeleistungen etabliert. This study intends to show how the Swiss welfare system should be organized in order to improve its efficiency. The key for an improvement of the welfare system lies in the creation a Social Security Act, that sets clear minimum standards for welfare benefits.
