Abstract
"Este trabalho aborda a aplicabilidade da bioética em saúde pública, especialmente na alocação de recursos públicos escassos em saúde. Para tanto, foram realizadas uma revisão e discussão teórica sobre a justiça e a equidade e desenvolvido um estudo de caso na região do Meio-Oeste de Santa Catarina, usando dados financeiros do Sistema de Informações sobre Orçamentos Públicos em Saúde e atas das reuniões dos Conselhos Municipais de Saúde (CMSs), referentes ao biênio 2007/2008, dos treze municípios integrantes da Associação dos Municípios do Meio-Oeste Catarinense (AMMOC). Concluiu-se que os CMSs apresentaram dificuldades para desempenhar satisfatoriamente suas funções públicas e que não se vislumbrou a preocupação com a adoção dos princípios bioéticos na definição dos programas e ações básicas de saúde. Fruto dessas reflexões e do estudo de campo, propõe-se a criação, com parcerias entre as associações de municípios catarinenses e instituições universitárias, de Comitês Intermunicipais de Bioética (CIMBioética), objetivando promover o diálogo permanente na busca de consensos, promover suporte e apoio à disseminação da bioética e recomendações para a utilização dos princípios bioéticos nos diferentes níveis de atuação, quer em nível organizacional, na definição das políticas de saúde, quer nas equipes de saúde que atuam na atenção básica ou no amparo aos direitos das populações vulneradas, sob a ótica da bioética de proteção. Apresentam-se, também, as características dos comitês quanto à sua vinculação, composição, finalidades e atribuições, ressaltando-se a importância de seu papel educativo na difusão da bioética em todos os setores atuantes na rede de atenção básica" ["This study addresses the bioethics applicability in public health, especially in the allocation of few healthcare resources. To this end, a review and theoretical discussion about justice and fairness was performed. In addition a case study in the Midwest region of Santa Catarina was developed, using financial data from the Information System on Public Health Budget and data of meetings of Municipal Health Councils (MHC), for the biennium 2007/2008, of the thirteen municipalities members of the Midwest Catarina Cities Association (AMMOC). This study concluded that MHC had difficulties to perform their public duties and not glimpsed the concern with the adoption of bioethical principles in defining the programs and basic healthcare. As a result of these discussions and field of study, it proposes the creation, with partnerships between associations of municipalities and Brazilian universities, of Intercity Bioethics Committees (CIMBioética), to promote dialogue in the search for consensus. This investigation also gives support for dissemination of bioethics, thereby providing recommendations for use of the bioethical principles at different levels of performance, wether in the organizational level, in the definition of the health policies, or in the health teams that work in the primary care or in the support of the populations that became vulnerables from the perspective of bioethics of protection. The characteristics of the committees as its binding, composition, objectives and tasks are hereby presented, emphasizing the importance of their role in the dissemination of bioethics education in all sectors working in primary network care"]
