Abstract
对收入分配不均造成的两极分化有诸多研究讨论，但它是市场发育阶段的必然过程。中国的富豪在世界上的所占比例依旧很小，而且和发达国家同期相比，中国的贫富差距比例要小于英国、美国甚至瑞典。中国的问题是绝对贫困人口的数字大，而且公民机会（如享受教育与医疗）不公平、权利不对等和社会地位的不公平，这是造成社会矛盾激化的主要原因。本文建议，重构国家福利，它是社会公正机制，是实现公民的政治和社会的权利，国家政治与经济的民主和保障公民基本需要，通往和谐社会的必由之路。
