Abstract
This article describes about the emplementation of Program Nasional Pemberdayaan Masyarakat - National Program for Community Empowerment (PNPM-Mandiri) in Indonesia. This program actually has purposes to empower and develop community. However, in reality, according to writer, it is juat a rhetoric to win the election for Susilo Bambang Yudhoyono. Indeed, this paper opens the 'behind' purposes of PNPM-Mandiri Pedesaan.
