Abstract
行政伦理学是在20世纪后期才出现的新学科，是公共行政学的一门分支学科。当前，我们正处在 从工业社会向后工业社会的历史转型过程中，政府面对的许多新问题已经无法根据传统的模式来加以解 决，行政学在这方面也表现出无力的状况。然而，行政伦理研究却为这些问题的解决提供了一个新的思维 路径。在行政伦理研究中，我们需要根据社会发展的现实要求去对历史遗产作出选择性的继承，其目的是 为了开拓未来。
