Abstract
"El artículo aborda el debate reciente sobre la estatalidad, centrándose en la utilización de los conceptos de “capacidad estatal” y “poder del Estado”. Realizando una descripción crítica sobre la forma en que los entiende el sentido común académico institucionalista, se cuestiona la forma en que el enfoque consensualista y administrativo se torna preeminente. La clave gira en torno a la mirada que se tiene sobre el Estado. Varios de los análisis que implícita o explícitamente poseen un sesgo neoinstitucionalista, entienden al Estado como un conjunto de reglas de juego que arbitra de forma neutral (y tendiente al consenso) las relaciones entre los actores de la sociedad. Por el contrario, y en función del nuevo contexto históricopolítico surgido en América Latina desde comienzos de siglo, el análisis aquí propuesto considera el escenario en que el Estado se transforma en el actor clave en la construcción de un bloque hegemónico con una direccionalidad histórico-política definida. Si se adopta tal enfoque, el análisis del éxito del Estado en concretar sus iniciativas debe conjugar la dimensión macro de la política, en la que el Estado ejerce el poder, con otra dimensión de políticas públicas en que se juega su capacidad" ["The article intends to address the recent debate on stateness, focusing on the uses of the concepts of “state capacity” and “state power”. The paper performs a critical account of how the institutionalist common sense understands these concepts and it criticizes the way the consensualist and administrative approach becomes preeminent. The interpretative key revolves around the perspective about the State. Several analyzes, that implicitly or explicitly hold a neoinstitutionalist paradigm, understand the State as a set of rules that arbitrates neutrally (and tending to the consensus) the relationships between social actors. In contrast, and according to the new historical -political context emerged in Latin America since the beginning of the century , this article considers the state as the key player in the construction of a hegemonic block with a defined political-historical project. If this approach is adopted, the analysis of the success of the state must combine at least two dimensions. First, the macro dimension of politics, in which the state exercises power; and secondly, the dimension of public policies, that is to say those aspects mainly related with the State capacity."]
