Abstract
This paper explores governance in the context of higher education stakeholders, especially in relation to the hybrid case. Its focus is upon what is described as ‘thick’ values: promoting the authentic voice; engaged participation leading to a cultivation of solidarity; and a movement from opportunities for community to inhabiting spheres of community. The context between the market and state is considered for higher education as relevant for Central and Eastern Europe. The philosophical framework draws upon the writings of Philip Selznick and Charles Taylor. The role of responsive contractualism and response regulation is briefly outlined. The discussion has implications for institutions and organisations involved in higher education. Responsibility and autonomy are considered as part of the ethical discourse entwined with these values in proposing a different approach to the issue of governance.
