每个人都拥有并享用着属于自己的性权利，性权利是基本的人格权。性权利的发展与社会的政治、经济和法律结构及其变革息息相关；性权利自身具有丰富的伦理意蕴，自由、自主、平等既是性权利，也是合伦理性的道德要求；对公民正当性权利的保护是政府、立法和司法机构不能推卸的公共事务。
