Abstract
幸福指数被引入和谐社会评价指标体系，将 普通人的幸福感 纳入地方发展目 标，这是一种进步。众所周知，尽管天下没有相同的人，但每个人的终极目的是 一样的，即毫无例外地追求幸福。每个人都有追求幸福的权利，一个美好的社会 应当 使最大多数的人获得最大程度的幸福。 从这个角度看，在发展经济的同 时，兼顾 人 的幸福感受，是 以人为本 科学发展观的一个具体体现。但 是，当前公布幸福指数的做法、将幸福指数纳入政绩衡量指标体系，存在一些弊 端，需要小心堤防。
