Abstract
Sowohl die Befürworter als auch die Kritiker des NPM berufen sich auf Moral un Ethik. Für die Einen ist eine reformierte kundenorientierte Verwaltung moralisch zu bevorzugen. Für die Anderen verkenne die NPM die ethischen Funktion von Gemeinwohl-Leistungen. Both supporters and critics of NPM appeal to morality and ethics. For the former, a reformed client oriented administration is preferable from a moral point of view. For the latter, NPM ignores the ethical role of welfare services.
