在一系列关于政治义务原理的讲演中，托马斯·希尔·格林主张国家的基础是意志而 非武力。国家是推进共同善的公共机构，可以也有责任为了社会共同福利干涉个人随意而为的 自由。但它只能干涉维护权利所必不可少的外部行动，而不能干涉个人的道德自主性。个人应 被赋予公民权，参与到国家事务当中，做真正的爱国者。这是一种自由民主式的国家理论，推 进了自由主义的演进。
