Abstract
以党建观念代替制度思考，致使中国大陆的新闻道德制度建设远远落后于时代， 与民主、法治社会的理念和程序很不合拍。制度理性与党建观念的内在紧张，说到底是新闻职业 与新闻事业的内在紧张。因为我们仍将新闻传播看作党的事业的一部分，所以《中国新闻工作者 职业道德准则》中大部分观念还非新闻道德观念，仍是党建观念；少部分观念虽然已是新闻道德 观念，但尚未转化为制度，或者没有提供制度保障，尚是空文。总括地说，我们既缺新闻道德观 念，更缺可操作性的新闻自律制度。
