Abstract
环境权与发展权一样，都是在冷战趋于缓和的时期提出来的；作为新型的权利诉求，它们反映了国际社会对发展与环境问题的高度关注。“可持续发展”这个概念比较好地把保护环境与促进发展联系在一起，可持续的发展不单纯看“物”的增长业绩，而强调以人为中心，在协调经济、社会与环境的关系中充分实现人权，这也正是所有国家，特别是广大发展中国家谋求发展的价值取向，这些内容在对环境权的解读过程中不断得到了印证。 Environmental right is advanced during the end of cold war. As a new request on rights, it reflects the concern of global community on environmental issues. Sustainable development combines environmental protection with development, emphasizing on human.
