Abstract
人们在100多年前就形容中国面临“三千年未有之变局”，此一变局到今天依然没有尘埃落 定，因为现代国家所需要的多项关键性制度尚未建立或者还不完善，以致中国在经历20多年快 速经济增长之后，反而面临诸多政治社会乃至精神的困扰。人们已经普遍地意识到，解决这些 问题需要制度变革，即建立、完善法治、民主与市场等现代基础性制度。问题是，变革的主体 是谁？激励何在？历史似已表明，经过文艺复兴、个性解放所释放出来的个体不足以承担这一 使命。相反，中国欲现代化，需要一场道德重建与社会建设运动。
