Abstract
在当前情况下，随着经济的飞速发展，不仅劳动是广大群众生活收入的源泉，而且财产性收入在我国国民收入中的比重也越来越大。正是在这种情况下，十七大报告提出的“创造条件让更多群众拥有财产性收入”，可以改变以往单纯以劳动为收入来源的狭隘理解。创造条件让更多群众拥有财产性收入，是培育更多的中等收入者的具体体现，这对我国经济和社会发展有着重要的理论和现实意义。
