Abstract
所谓程序公正，是指制定和实施法律、法规、条例及其他政策时应遵循公正合理的程序 （流程）安排。与“实质”公正相对应，程序公正侧重于形式上的、“纯粹”规则意义上的公正。 从一定意义上讲，程序公正更接近“应然”意义上的公正，而不是“实然”意义上的公正。程序公 正的基本特征有普惠性、公平对待、多方参与、公开性、科学性等。程序公正的意义在于：有 助于保证社会成员的基本权利、有助于协调复杂的社会利益关系、有助于限制政府权力对于社 会公正可能的不当干扰、有助于减少社会公正实现过程中的技术性失误、有助于形成社会成员 对社会的普遍认同和信任。
