"研究の価値および利益は研究公正に大きく左右される。研究を組織・実施する方法には国家的相違および学問的相違が存在する、あるいは存在しうるが、同時に、実施される場所にかかわらず研究公正の基盤となる原則および職業的責任が存在する。" ["The value and benefits of research are vitally dependent on the integrity of research. While there can be and are national and disciplinary differences in the way research is organized and conducted, there are also principles and professional responsibilities that are fundamental to the integrity of research wherever it is undertaken."]
