Abstract
"La formulación e implementación de la política educativa de la Provincia de Buenos Aires está condicionada por una serie de factores explicativos, generales y particulares, que le imprimen cierta dinámica y orientación. Estos factores tienen que ver con contextos políticos, en especial los que vinculan a la Provincia con la Nación, y con dimensiones tales como las reglas de juego imperantes, las características de los principales actores y, en especial, de las organizaciones burocráticas y sus interacciones. Estos factores promueven un patrón de producción de políticas educativas caracterizado por una activa- aunque ambivalente- relación con la Nación, una alta institucionalización burocrática, una fuerte endogamia y una creciente tensión (y confusión) entre los elementos centralizadores y los descentralizadores" ["The elaboration and implementation of educational policies in the Province of Buenos Aires, is conditioned by a set of general and more specific explanatory factors that establish their sense and characteristics. These factors are the political contexts, especially the ones pertaining the link between the Province and the National Authorities, the existing rules of the game, the traits of the main actors and particularly, those of the bureaucratic organizations. The mentioned factors account for a policy-making structure characterized by an intense and somehow contradictory relation with the Federal Government, high bureaucratic institutionalization, strong endogamous behaviors and growing tensions (and confusion) between centralizing and decentralizing forces"]
